Exceptions in the Rules of Hyphenation Exceptions in the Rules of Hyphenation Exceptions in the Rules of Hyphenation By Mark Nichol After thumbing through the dictionary or perusing a usage guide, you’d think that the trend in American English and, to a lesser extent, in British English is to omit hyphens from words consisting of a prefix attached to the root word. But reality begs to differ. Mail sent from nonprofit organizations invariably features the word non-profit in the upper right-hand corner, where a stamp would normally be placed. (By contrast, the US Postal Service, on its Web site, correctly styles the term nonprofit but the Internal Revenue Service employs the hyphen, as do many such organizations.) Commercial Web sites and product catalogs invite customers to plan ahead, using the word pre-order, though the dictionary listing is preorder. And many print or online references to peace movements feature the term anti-war, despite the designation of the standard form in virtually all writing resources as antiwar. So, why do descriptivist and prescriptivist handbooks alike exhort readers to close the gap, when so many people who use the English language to communicate in writing ignore or are ignorant of the authorities’ citations? The natural trend in associating words or parts of words is to first combine them in open compounds, later hyphenate them as they become more established, and finally convert them into closed compounds when familiarity is thoroughly achieved (though many compounds remain open or hyphenated long after these evolutionary stages seem overdue). But most writers seemingly a majority of amateurs and definitely too many professionals don’t pay attention to such details, though the standard is easily ascertained by a glance in a dictionary or another resource. The exceptions to the preponderance of closed prefixes are relatively few and more or less simple. Retain a hyphen in the following cases: When the root word is a proper noun (post-Depression) or a number (pre-1914) When the prefix precedes an existing prefix (non-self-governing) When the prefix precedes a proper open compound (â€Å"pre-Civil War†) in such a case, the symbol should technically be an en dash, to help clarify that pre- modifies â€Å"Civil War,†not just the word it is actually attached to, but many publications, print and online, use a simple hyphen When two instances of the letter i or the letter a are adjacent (anti-intellectual, extra-action), or another combination of letters could hamper reading (pro-labor and many other pro- constructions) When a prefix is repeated (anti-antibody) When suspensive hyphenation is employed (â€Å"over- and understimulation†) Also, some people find it awkward to close up co- and a word starting with c (they prefer co-chair to cochair), with o (co-owner is preferred to coowner), or even with any word (coworker, instead of co-worker, annoys many writers). In addition, there are isolated illogical exceptions. For example, why close up reentry but hyphenate de-emphasis? And an otherwise superfluous hyphen is often inserted to distinguish homographs (as with re-count, â€Å"to tally again,†as opposed to recount, â€Å"to narrate†). Some writers ignore this seemingly overcautious strategy, though a clear context doesn’t necessarily obviate it. (Sometimes, the distinction does seem unnecessary: How many people write recreate as the verb form of recreation compared to using the prevalent usage, meaning â€Å"to create again†? But, oddly, the dominant homograph is given the hyphenated form.) Despite this apparent multitude of deviations from the norm, there is a norm: An overwhelming majority of prefixes are closed. Hannibal and the Second Punic War - Essay Example This history of the Punic Wars is grim and intricate. The reason behind the Second Punic war is simple: the defeat of the Carthaginians in the First Punic War. It became necessary for the losing power to develop and maintain a sentiment of hatred and anger against those who had led them to defeat. The best way to regain Carthage's lost prestige was to conquer and replace large tracts of land to their empire. For the Carthaginians, Spain became an area of ample interest. This idea was further encouraged by Hamilcar Barca. As the premier Phoenician General he had been greatly dishonored and incensed over the defeat and the peace terms set out by Rome. This was coupled with the capture of Sardinia during Carthage's own mercenary war. Spain was then seen as the launching point for future action against Rome: a battle that would help resume the reputation that had been lost by Carthage. The events that befell Cartage before the Second Punic War are important because it was Barca's son who continued with his invasion plans: turning the Second Punic War into a battle which would be remembered for years to come. It began with Barca's designs to construct a strategy that would allow Carthage to retake, establish and maintain its identity. According to the treaty signed between the two countries, Barca had the freedom to expand his conquests in all directions that were meant to be west of the River lberus. This river would flow southeast into the Mediterranean Sea. Its name, Iberus, was later changed, to Ebro. Following the treaty with the Romans meant that the Carthaginians were not to cross the lberus (Arnold 1886). This was coupled with another important aspect to the treaty. The Carthaginians were also bound by the treaty not to interfere with the people of Saguntum. This was a crucial city because it laid between the lberus and the Carthaginian dominions. The Romans knew of its immense significance. They chose this area especially in an effort to control the ever growing Carthaginian forces. They saw the danger of leaving Saguntum to itself and thus enforced another clause in their treat y with Carthage. It was thus that because of Sagnutum's role in alliance with the Romans it was also placed under their protection. Hannibal was Barca's son and developed the same anger and loss of pride that ran deep in his father's veins. He soon transformed into an ardent General: one whose tactics and style would be revered for generations. It was during Barca's time that Carthage had begun to assume a control over Spain. Rome was concerned by these moves of the Carthaginian army and sought a treaty with Carthage which forbade limited them to expand South of the town of Ebro. It was then that an alliance with Saguntum was signed by Rome. This decision was responsible for giving the Romans a small but significant stronghold in the heart of Carthaginian lands. Thus, the Second Punic War was created by the dispute over the hegemony of Saguntum. When Hannibal came into power the Romans and Carthaginians were not at a state of war. The Structure of a Financial Crisis INTRODUCTION           The year 2001 had been unlucky for Turkey. Apart from the crisis in 1994 and November 2000, the country had to face another financial crisis, causing problems in the management of its economy. Why does a country delve deep into financial crisis? What are the possible immediate triggers for both the current and potential new crises? What precautions should be taken for the key issues like the fragility of the financial and banking system, belated reforms and privatisation, rampant corruption, exchange rate policy? And how can the governments satisfy the markets and people to undertake these reforms? The current crisis has not hit the country overnight. This article figures out the weakness of the system, years of neglect and mismanagement, possible solutions for other developing countries. One has to bear in my mind that even evaluating the aftermath of the 1994 crisis, Turkey was a rising star, with aspirations towards full membership to the European Union. Among the potential applicants of EU membership, - mostly the Transition Economies of Eastern Europe- Turkey was the mere applicant with a functioning Customs Union with the EU back in 1995. With a relatively large and dynamic market, having high hopes for rapid economic and social progress, Turkey seemed a valuable candidate for the European Integration. Now after the 2000 November and 2001 February crises, the shrinking of the economy suggests that Turkey can only catch up with the figures of year 2000, as far as the year 2004, let alone the EU membership and further growth. To indicate why such a failure has been suffered, we have to go back to the roots of mismanagement. And that begins with the problems of Privatisation practices. The city of Eugene has been in a critical position due to budget crisis. Apparently, the city of Eugene has spent more of its resources, which is higher than what the city government has determined to be the budget under the public financing system. Since then, the city government has decided to implement a new approach in dealing with the finances of the city, which was called the â€Å"budgeting for outcomes†approach. The city government of Eugene has employed the services of Public Strategies Group – an institution acting as a financing consultant based in St. Paul, Minnesota – which recommended the need to cut down spending and limit the budget to expenditure that are agreeable to the citizens. This means that the public financing system will only allocate budget according to the priorities of the city, determined by its constituents. (Russo, 2007)            The concept of â€Å"budgeting for outcomes†constitutes the genuine essence of public financing and budgeting. It establishes the ideal dimensions of what public financing should be. With this in mind, it is appalling to think that the city government of Eugene only determined the flaws in their public financing system only after experiencing crisis in their budget scheme – which is much difficult to reverse, than situations wherein detection and prevention would have sufficed. Setting this thought aside, the agreeable point in the public finance approach is that the city is willing to implement a responsible method or technique in fixing the public financing system to sustain resources by means of controlling the city’s expenses.            The â€Å"budgeting for outcomes†approach is a responsible means of handling the city’s budget because it will be allocated only to the demands of the city, concentrating on needs and wants and eliminating operating cost for unnecessary features or entities. Moreover, Eugene has viewed the matter logically by determining a plan that will ensure the success of the public financing project. The city government, along with its hired consultant, has formulated several steps in order to realize the purpose of the â€Å"budgeting for outcomes†approach. First, the city government will review all areas (schools, libraries, health care institutions, law enforcement institutions, etc.) within the dimensions of Eugene that have been receiving funds from the public budget. All areas will be evaluated or assessed in order to determine how roles and responsibilities of each institution are being carried out. This will help the city government determine what areas within the city to focus on and prioritize. (Russo, 2007)            Second, allocating budget for different areas within the city will be decided upon based on the goals and objectives of the city council. The city government of Eugene has decided to align public spending with the goals and objectives upheld by city council. Third, spending will be based on what the citizens need and demand, such as public safety, health care, education, transport systems, etc. Fourth, the city government will harness all the help or assistance it can get from other institutions (public or private), in order to determine flaws or improvements for the â€Å"budgeting for outcomes†plan. (Russo, 2007)            The four considerations that the city government is willing to focus on veers away from the concepts of traditional budgeting, setting the desirability of the â€Å"budgeting for outcomes†approach. Moreover, it improves the face of public financing by focusing on the outcomes that will benefit the city and its constituents, rather than concentrating on how the budget will allocated. It is sensitive to the needs and demands of the city, therefore, transforming it into a people-based and outcome-based public financing system. These ideas establish the positive backdrop of Eugene’s plan for public financing.            However, although the positive side of the approach has been presented through and through, it is important to confront the impending risks and threats in implementing such an approach. This concern lies in the true meaning of responsibility. Rationality and logic in prioritizing what areas to spend for requires the responsibility and ability to place the more important things ahead of superficialities. The problem of the â€Å"budgeting for outcomes†approach is the decision-making process imposed by the citizens. These decisions should be true priorities – that is, priorities that genuinely provide the best results that the city will benefit from – and not those that promote personal vested interests. Therefore, to implement an effective â€Å"budgeting for outcomes†approach, it needs not only a carefully made plan, but also a responsible and rational city government and citizenry.
